Mainstream general/cosmetic dental practice open to the whole population, with no special-needs or additional-needs dental framing, sedation service, or SEND-specific eligibility gate - matches the already-established pattern of excluding generic individual dental practices (only a genuine specialist NHS Community Dental Service pathway for patients unable to use mainstream dentists would be in scope, as imported separately for other LAs).
